2025 Benazir Taleemi Wazaif Update

INTRODUCTION:

Benazir Taleemi Wazaif is a program that provides cash assistance for the education of children from families receiving BISP Kafalat benefits, up to the level of higher secondary education. The purpose of these extra cash rewards is to encourage families to enroll their children in educational institutions and reduce the rates of students dropping out by ensuring they stay in school.

OBJECTIVES:

The goals of Benazir Taleemi Wazaif are:

To promote lasting understanding of the value of primary, secondary, and higher secondary education among families who benefit from BISP;
To boost the number of children attending schools for primary, secondary, and higher secondary education;
To enhance the attendance of children in school; and
To lower the incidence of students leaving school before completing their education.

BACKGROUND:

The Benazir Taleemi Wazaif Programme began its pilot phase in five districts in November 2012. Over time, the program grew from those initial five districts to thirty-two in 2015, and then expanded to fifty districts by 2018. By January 2020, it reached one hundred districts, and ultimately, in July 2020, the program was extended to all districts across Pakistan.

KEY PROCESSES:

The following are the key processes of the Taleemi Wazaif Programme:

i. Micro Supply Capacity Assessment (MSCA)

BISP gathers information about the micro supply capacity of public schools from provincial education departments. The aim of collecting MSCA data is to understand the available capacity (including enrollment availability, infrastructure quality, accessibility, and local areas served) of both public and private schools before starting the registration and enrollment processes. The assessment for private school capacity is conducted by identifying mothers when their children are being enrolled.

ii. Social Mobilization:

The goal of social mobilization is to raise awareness among BISP beneficiary families about the significance of education. BISP field teams go into various local areas to encourage these families to enroll their children in schools. They also visit families whose children are not complying with the enrollment criteria to identify the reasons for non-compliance and inspire them to ensure their children attend school regularly. BISP field offices engage in extensive mobilization activities, especially when attendance compliance efforts are paused due to school closures, seasonal breaks, or the completion of their tasks.

iii. Registration and Enrollment:

Enrollment is a primary activity of the Taleemi Wazaif programme. After the SCA is completed, the large-scale registration process begins, targeting all potential beneficiaries. Families eligible for Taleemi Wazaif are invited to registration centers or tehsil offices located nearby through local communication efforts as well as broader Public Information Campaigns (including media outreach). Completing the registration process successfully allows the family and its eligible children to become beneficiaries of the program.

The aim of the registration process is to identify active BISP families with children aged 4-12 for primary education, 8-18 for secondary education, and 13-22 for higher secondary education, and to enroll them in the program.

iv. Admission and Attendance Compliance:


Benazir Taleemi Wazaif cash payments are based on whether the families of the beneficiaries meet the requirements for school enrollment and attendance that are part of the program. The goal of this requirement is to ensure that children participate responsibly, which allows their families to qualify for cash benefits. If these requirements are not met, the cash payments are halted. Here are the main goals of the enrollment and attendance requirements:

Identify children who have met the specified requirements for school enrollment and attendance, thus allowing them to receive cash transfers;
Detect children who have failed to meet these responsibilities, raise alerts for such cases, and implement the consequences for not complying;
Discontinue aid for children who do not meet the attendance requirement for three consecutive quarters.

Case Management:


The Case Management process is a crucial part of the program. Beneficiaries can submit various complaints through local offices, and resolving these issues quickly will improve the efficiency of the program and encourage BISP beneficiaries to enroll their children in school. The BISP field offices are primarily tasked with managing all complaints.

ELIGIBILITY CRITERIA:

Children eligible for the Benazir Taleemi Wazaif program must meet the following requirements:

Children whose families are active BISP Kafalat Beneficiaries

The child must be aged 4-12 years for enrollment in Primary Education
The child must be aged 8-18 years for enrollment in Secondary Education
The child must be aged 13-22 years for enrollment in Higher Secondary Education

ENROLLMENT PROCESS:

To become a beneficiary child of the program, an eligible child needs to be enrolled in a school or college in any district of the country. The beneficiary must go to an enrollment camp or a field office with their child and present the following documents to register for the Benazir Taleemi Wazaif program:

The beneficiary’s CNIC;
B-form/CRC issued by NADRA;

An admission slip from the school or college that includes class details and the school or college name, confirmed by a teacher.

It’s mandatory to verify the B-form/CRC through the NADRA database for the child’s enrollment in the program.

CO-RESPONSIBILITIES:

The Benazir Taleemi Wazaif Program has two responsibilities that children must fulfill to receive cash payments.

Enrollment in a school or college
70 percent attendance rate each quarter


Enrollment Requirement:


Each child (who meets the age requirements) from an active BISP family is only verified once when they join the program (during registration). The first cash payment is made after the child is enrolled in Benazir Taleemi Wazaif.

Attendance Requirement:


A beneficiary child needs to attend school or college for at least 70 percent of the effective school days within a quarter to receive cash transfers starting from the second quarter onward.
